From Natural Areas of Special Interest with High Level of Protection (AANP), Natural Areas of Special Interest (ANEI), Rural Areas of Special Interest for the Forest Landscape (ARIP-B), Protected Territorial Areas (APT), Transitional Growth Areas (AT-C), and now, Risk Avoidance Areas (SRP-APR). This last extension covers areas at risk of flooding, fire, erosion or landslides, categorically preventing the construction of new single-family homes on plots that are completely within these categories. These are the natural sanctuaries that deserve our strictest protection.
Previously, development in risk areas was subject to specific conditions, limiting the sealed and habitable area. However, the new decree has tightened these restrictions: the construction of new single-family homes on land completely within these categories is absolutely prohibited.

Before, up to 1,500 m³ of construction was allowed; now, this limit is drastically reduced to 900 m³ per building complex in each category of rustic land. In addition, restrictions are intensified in sensitive areas such as those belonging to the Natura 2000 network and protected areas designated as Rural Areas of Landscape Interest (SRP-ARIP). Here, the maximum plot percentage for buildings and other fixed elements is limited to 1.5%, in contrast to the 2% allowed in other less restrictive categories.
